Emma, herbaceous peonies can be propagated by dividing the tubors. They can sulk for a while afterwards and not produce flowers. I have done this with other varieties and have had mixed results of flowering and not flowering for a couple of years.
So long as you plant them properly not too deep you should get results.

Thanks Angie. When is the best time to divide the tubers?

Hi Emma. I am not an expert and can only tell you what I have done. Last year my brother moved into a new house with lots of peonies in the garden. I divided these to bring some home in August/September. I have had mixed results with flowering but everyone of them grew their foliage and those that produced flowers this year were a bonus as I didn't expect them to.
There is probably an exact time to do this and hopefully someone on site will tell you. Sorry I can't be anymore helpful. Angie
