Aster consumption

Question from Cottage Delight

Help! Something is eating my Asters and my Achilleas. I've recently planted them and less than 2 weeks later the Asters leaves have been chewed off, the Achillea looks like it didn't take but on closer inspection it has been eaten. Now whatever it is has started on my Chaenorhinum :( I note they (it) has not touched my sedum, which is seated in between all of these plants. We have mining bees in the garden but I haven't seen any on these plants. Any ideas you have would be great. Many thanks
