My Hebe "Midsummer Beauty" has a lot of dry and droopy leave; I suspect it is frost damage. Does anyone know whether I can prune it back hard now and it will grow back over time? Or is it dead?

The leaves are arranged in a square shape of alternating opposite pairs, typical of hebes. The .'Midsummer Beauty' can be pruned back after flowering. Like most varieties of Hebe, this one provides nectar and is visited by honey bees and bumble bees.
