My neighbour has planted a willow tree 14ft from my house, I'm not sure what type, but it has reached about 12ft in the last 4 months so it's going to be huge. Has anyone experienced this problem and what do they suggest?

My three year old climbing Rosa 'Maigold' (in full flower) has, in the last two weeks sprouted 4 or 5 side shoots half way up the stem. These are very, very thony and dark red, they are very vigorous, they bear leaves some of which are 7 lobed not 5 lobed. How do I deal with them?
