I have a Jacques Cartier rose, a few years old but transplanted 2 years ago and only last year and this finding its feet again. It has not been pruned this year and is now about 4 feet high, and in bud. When this year (if at all) should it be pruned?

I have a rose bed full of Jacques Cartier which we planted in 2000, they flowered beautifully the first year and from the on in we have had foliage 2 - 2.5 metres heigh and very few flowers. Any suggestions
