Hi, Julie,
Ceanothus 'Autumnal Blue' is not fully hardy so, yes, if your area had a hard, cold winter, it most likely has died back from cold/frost damage. Ceanothus, particularly evergreen ones, do not respond well to hard pruning so cutting back the dead will most likely not be successful. You could try it and hope that your plant doesn't follow the rules but my guess is that you will want to replace it in spring.
