could it have been Echium candicans?

Thank you for your reply.
The leaves are quite large, currently about 5 inches wide and 2 foot in length.
The soil is not sandy at all.

If this proves to be an Echium Candicans it would appear that I would have to wait a further 12 months before there are any blooms.

Is it an echium candicans? not sure, is it evergreen, they grow fast and bloom after two years, drop their seeds and die, you must have sandy soil, since they come from drier locales.
