If unsure about a plant's requirements it is often useful to turn to its natural habitat for clues of its preferred growing conditions. This plant was discovered on a wooded hillside in Japan, which suggests it grows best with some shelter, and therefore might not be the best choice for your exposed, windy site. How about the following alternatives:
Arbutus unedo
Tamarix ramosissima 'Pink Cascade'
Viburnum tinus
Atriplex halimus
These are more suited to windy, exposed conditions, and still offer some attractive flowering interest.
