Linda is spot on about the Euphorbia. Interesting, fun, architectural plant. It will 'creep' around the garden, popping up from seed frequently. This is because this Euphorbia has the habit of propelling its ripe seed away from the plant!
The flower cluster is a Viburnum but not Viburnum tomentosum var. plicatum - I think it is Viburnum carlesii or one of its cultivars. There's one here on Shoot - Viburnum carlesii 'Aurora' but I think the flowers are too pink to be yours. To be a 100% sure it is V. carlesii, would you be able to post a photo that shows the leaf a little more prominently?
