I have bought Dahlia's which have arrived in sealed cellothane bags, but without care instructions. Should these be left in the sealed bags until March? I am planning on planting these in containers. What size container is necessary?

You have to let the tubers breathe, if it was me, I'd bring the containers in, use fresh potting soil and pot them up with the eye upwards, if the dahlia is a tall variety, I'd put a stake in at the same time. When all danger of frost is past, I'd set it outside. You don't need to large a container, maybe 10 inches in diameter, unless you are putting more plants in it.
