I have planted two Mock Orange plants in my garden one is in full bloom and healthy the other 3 metres away only has one flower bud and the tips of each branch seem to be nibbled away by something.
I have checked the plant over thoroughly and I can see no evidence of pests and the rest of the bush looks healthy.

Hi Nicola, as requested I have uploaded two photos of my Mock Orange, on checking the plant labels the one that is in full bloom is Belle Ettoille but the plant that has not flowered is Virginal, I suppose that the two varieties will have different growth rates.
There is definately something eating at the tips of the Virginal though but there is no evidence of aphids or other pests.
By the way I like the transformation you made to your garden it looks a great place to sit and enjoy a glass of wine or two.
