Can anyone tell me when is it the best time to plant this type of plant? And do you think it will make flowers in two years time? I am going to plant it in the garden, not in a pot.

If it is a container grown plant you can plant any old time, provided you water deep. Hydrangea arborescens can be cut down to within 10 inches off the ground in Feb.since it blooms on new growth, it should put out some flower for you.
