I have had this for about 3 years now and it has not produced flowers what should I do?

I am surprised, they are one of the easiest of the hydrangeas. They can take more sun then the macrophyllas. I cut mine down to 8 inches off the ground every Feb. since they bloom on new growth, so are you doing that?
