If it is a herb, then I think Dill. But it could be wild carrot too, as part of the same family and has a very similar seed head.
Update: talking to @botanicalmartin on twitter, he thinks wild carrot, as the seeds have bristles, and Dill seeds don't. Hope that helps.

Hi Levan, Wasn't sure if it was edible so checked. @emmathegardener linked to this info: http://pfaf.org/user/Plant.aspx?LatinName=Daucus+carota & you would need to check if the leaves are edible too.
Also, be careful as @GothboyUK mentioned, the plant does look the same as others, such as giant hogweed or hemlock, which is posionious. So be careful re id before eating!

If the leaves are lacy and smell a little bit like anise, could be sweet cecily an herb that is used in fruit salads, it does spread and is very deep rooted.

Sweet Cicely is lovely stuff - the seeds go black as they ripen as I remember.
