My tree is only about 4ft tall and grew normally for 2 years but now huge shoots are appearing which reach down to the ground and spread up to 12 feet away on the ground.
I cut them back last winter but they have regrown even stronger this year

If these suckers are coming from below the graft union, they are not going be true to the top graft, you will have to dig a little around the trunk and really get after these shoots and they might still come back year after year.

I should have said that these shoots are growing from the top of the trunk and weeping downwards
