Would I be right in thinking that Vinca minor re-roots at the tips and therefore the surrounding area should be bare earth as opposed to woodchip mulch which I have covering the ground in question at the moment?

This plant will root even through gravel. Mine is on rockery and has 2 inches of stone (with membrane underneath). interestingly, as soon as it goes down looking for a rooting foothold, it sends out roots!!! In my opinion, it will root successfully through woodchip.
