can you identify this plant .It is a perannual and grows about four foot high and has spines near the flowers.thank you Peter Davenport

Though not 100% sure, I believe that this is Acanthus mollis; AKA Soft-leaved bear's breeches or Brank ursine

Sorry. On looking at the 'photo more carefully, i believe that the plant is probably Acanthus hungaricus. AKA Hungarian bear's breeches, Acanthus balcanicus, Long-leaved bear's breeches or Acanthus longifolius.
