Acanthus or bear's britches. There are several versions - some more thug-like and spreadable than others,

Acanthus mollis???

Reply from Robert Kay

Peter,

Though not 100% sure, I believe that this is Acanthus mollis; AKA Soft-leaved bear's breeches or Brank ursine

Peterr,

Sorry. On looking at the 'photo more carefully, i believe that the plant is probably Acanthus hungaricus. AKA Hungarian bear's breeches, Acanthus balcanicus, Long-leaved bear's breeches or Acanthus longifolius.
