Has anybody got a clue what this is? I thought it was a garlic at first, but it kept growing. It's about 3' tall, has never produced a flower, unless this is it. I'm a rubbish gardener, but trying. Thanks.

It is garlic, did you plant it, there is something called society garlic which is grown for its ornamental attributes.

I have no idea. I did plant grocery cloves last year. This year I planted the real thing. This one started early in the year and seems unconcerned with the weather or if it's watered or not. I wondered if I'd acquired a Wandering Garlic, but the leaves look wrong. Thanks for your reply.

It does look like it could wander - because the flower head seems to have little bulbs (bulbils) in already, not a flower that is making seeds.
I don't know how different the leaves of wandering garlic are, but if you wanted more of this, I am pretty sure that if you broke up the flower head you could plant the bulbils separately and get lots of them!

I think I've found it! It's just a hardneck garlic. Not a bit uncommon. Thanks to anyone who tried to help.
