The more I read it is regarded as a native of Scotland. Although I am half Scottish, this plant originated in Tooting, London. Is that possible?

The weeping form, the Kilmarnock Willow, did of course originate in Scotland. But Pussy Willow, Sallow, Palm Willow, call it what you will, grows throughout Northern Europe and most of central Asia. It often self-sows into nursery pots; the fluffy seeds float in over great distances.
