Hmmm...couple of things I can think of. When newly planted, it is important that Clematis rehderiana is quite moist but not waterlogged. Also, it likes chalky, alkaline soil so I am wondering if the soil might be too acidic. Finally, though full sun is best for strong fragrance, but is the base of the plant shaded/protected?
