Lobelia erinus pendula 'Sapphire' (Trailing lobelia 'Sapphire')
Can anyone tell me if this plant is an evergreen? If not any suggestions for a pretty trailing evergreen?

Technically, Lobelia erinus is a evergreen to semi-evergreen perennial but because it is tender, it is sold and usually grown as an annual. You can overwinter it in a greenhouse if you want to keep it going. If you want a more hardy, evergreen option, perhaps consider a trailing rosemary.
